Keyword Expressive Index

How do we get the frequency of keywords to use for site optimization?
It is too difficult to establish a niche for search engine's can easily identify you or getting the higher rank in serps. Well here's one step, have a good proportion of keywords according to the number of searches with the number competions. I got this formula which most webmaster used too.

*kei=<5
KEI = [searches ^2/competition]

Define as: keyword expressive index is the square of number of searches divided by the number of competition and must be equal or more than to 5.

I used this tool for getting the number of searches http://inventory.overture.com/d/searchinventory/suggestion/
